HRC territorial claim

With a few later specified exceptions, The HRC claims rights of management over all lands contained within a map hex that is within two of any HRC settlement. Our territory further extends to any hex that is North of the Mosswater road and West of the Settlement of High Road on existing maps. Our lands further encompass any hex that falls within the Bulwark Hills, which expands the previous by a small number of hexes close to Rathglen. We further declare our borders to include the hex which contains the Fane of Iomedae, and the forest hexes which border upon that hex.

We recognize and acknowledge the hard work of the Thornguards and their benefactors in preparing the land ahead of our arrival. As such any hex over which the Thornguards claim dominion which falls within our borders is freely open to gathering, hunting and trading by any resident or visitor to the river kingdoms.

We further recognize and acknowledge that our friends in The Dominion and Callambea have settled holdings within our borders. We welcome this existing cross-fertilization and happily defer management of those specific lands to the friends who are working beside us to tame the wilderness of the river Kingdoms. Our special relationship with The Dominion includes sharing administration of Caer Coedwig with them, and so any lands that fall within it's area have some special status and do not bring our borders across those of The Dominion.There are a number of hexes that are within 2 hexes of both Dominion and HRC settlements, those hexes are jointly administered by both alliances. Visitors to that area are advised to tread cautiously and leave if asked by a member of either alliance.

We further recognize that our neighbors in Dun Baille may feel an attachment to the monster hex that lies between them and Corbenick, and the HRC imposes no controls over their use of that hex at their discretion.

The HRC allows gathering in any hex, as long as only the top layer of the resource is taken.
The HRC allows anyone to hunt in any hex, as long as they don't work a T2 or better escalation without the permission of a HRC company leader.
The HRC reserves the right to deny entry into HRC territory, including to traverse, gather or hunt.

TLDR: The HRC claims all hexes that are within 2 hexes of an HRC settlement, as well as the 4 hexes on the western edge of the map that are surrounded by the crusader road. Don't work an escalation without HRC permission.

Just for the sake of having this claim be crystal clear, can you please list all settlements that are currently part of HRC? The list in the "Who and What is the High Road Covenant" post seems outdated.

includes hexes numbered (2514, <2568? that number is unclear>, 2506 North of MWR and West of Highroad) (2935, 2989 both in the Bulwark hills), (2750 <Fane of Iomedae>, 2811, 2810 <hexes touching on the Fane hex> ) And probably doesn't include some of the ones in the North East, near OV and Alderwag.
