We don't have any immediate plans for focusing on max influence. We're also very conscious of the need to take into account the current population. One of our goals is to find a way to have the system dynamically balance itself relative to changing population and activity levels, so that it wouldn't require constant tweaking as the population shifts. With the current population, we'd generally only want to be shutting down outposts for companies that are effectively inactive for extended periods of time, or for those with a whole lot of buildings but who are only minimally active. We won't introduce anything if we're not convinced it hits a reasonable balance at the time it goes out.

You can create a company ( I would suggest 2, will explain why later) - You can get your players to join this company ( these companies). Make sure you get 6 characters into each –
Once you have 6 characters in those companies they will begin to earn influence

FYI, the 6 character requirement was removed in EE 12, at least temporarily. It used to be that each company's Max Influence was set based on the number of characters in the company, with the max being zero for less than 6 members. For now, Max Influence is simply 1 million for each company, regardless of the number of members. We do plan on re-introducing Max Influence at some point, but we need to do so in a way that can't be overly gamed through trial accounts, since we also want to bring something along those lines back again.

Influence decay (you lose x% of your current influence a week and need to keep it topped up) would work better than a cap.

It absolutely categorically does not.

Ir provides a huge benefit to groups that never log in and have large companies filled with characters that have never been subbed for years and means a new smaller but very active group with a few players can never get ahead.

It allowed groups with one or two active players doing mule runs to dominate the map on the basis that 3 years ago their company had 50 members.

At the very least if you reintroduce max caps it needs to be based on activity not number of signed up (usually unsubbed and often free trial) characters.

How about a Company tax for toons like there is for smallholdings? Once the toon runs out of coin to pay the small tax to the company (coin sink?) the toon gets kicked from the company.

We do want territory to slowly shutdown if a company doesn't remain minimally active enough to justify all of its banked influence, even if nobody attacks them. There should be at least some technical gameplay mechanic that says "We've earned, and are continuing to earn, our shot at controlling territory and feuding other companies." Since the measure for earning that shot in the first place is influence, and influence is earned through specific activities, some level of continued activity is an appropriate requirement for maintaining that influence. Based on various design assumptions, we originally thought that membership numbers (once we removed unsubscribed accounts) would be a reasonable proxy for base activity levels. Free trials and other issues convinced us that we need something a little more sophisticated than that, so we won't be going back to the original design.

We've vaguely considered membership fees, and they could have some use here in terms of membership counts. We might run into issues if we wound up kicking everyone out of a company (there'd be nobody left to accept members, so all the vaults would become inaccessible), so we might be better off converting them to some kind of "inactive" state that can be returned to "active" by starting to pay dues again. We could also look at demoting leaders who haven't paid their dues, which would help with cases where leadership goes inactive. There are certainly some possibilities here.
